New odd issue, starter runs on when engine starts or even if it doesn't start it keeps going. Once started it stays engage for 10  to 15 seconds and then goes to normal. Do I have a problem with the starter or electrical supply.

Starter solenoid is sticking. replace it.

Yep! Sounds like the starter solenoid to me.

On older Chryslers, they used a gear reduction starter that has a separate solenoid.
Follow the large cable from the starter... it will be attached directly to the starter solenoid at it's other end.

While under there, take a look at the starter relay and all the wiring.  It is next to the starter, inside the frame rail.  The little center post cover (rectangular) cannot be touching any other wires, or the starter will run regardless of key position.  Look at all the wiring too, it should be in good condition, not fried (there is a fusible link there that tends to get hot and melt a bit, either from engine heat or high amperage use.)
