Removing Metal piece below windshield? - front of 1984 Elandan

Does anyone know anything about the metal strip just below the windshield and above the hood in regards to a 1984 Elandan?  Mine has some rust issues and I am wondering if it is possible to take this piece out without too much effort.  Seems to have a spot weld on either end up inside where it intersects the frame and then the wipers mount through it also.  I have attached a photo--the piece in question is outlined in red--any advice/help/related experience would be greatly appreciated!..
