;)   I had no idea ours had any when we first got it either until I decided to look under the seats just to see how the pedestal worked... then I looked under the cushions in the dinette and rear goucho area... more seat belts.  I was quite relieved because I already had installing them written on my "to do" list.  Usually, I wouldn't have found it out until after I'd already gotten new ones...

I need to look again under the cushions on mine, I know there are some for the rear goucho area all curled up in a ball in the trunk area I need to feed through, but I was keeping that back area a full time bed and probably shouldn't unless I get a massive extension for my wife to wear in bed while I'm driving, haha. I need to see if there are some for the dinette seats. That would be nice if there were some hidden under there.

As a manufacturer of RV replacement Seat Belts using OEM parts, and a distributor of seat adjusters, I can say you basically have two options.

1) You go for the minimum of "just being legal".

That is:

If you are not looking for a seat belt for safety purposes, but, rather to avoid "click it, or ticket rules" all you have to do is obey the state rule as stated earlier ....

I could be wrong on this, but I'm pretty sure inspection states only require the front driver's seat and passenger seat to have a seat belt in a motorhome.

Therefore go on eBay find a made in China knock-off really cheap, and install it yourself.

Neither of these really recommended by me ...  N:(

2) You go for safety at all cost. Especially, if traveling in an RV with children.

That is:

Go above an beyond the minimum requirement of the law.

Find a replacement RV seat belt made in America, Taiwan, or Germany. They cost a pinch more, but, actually do their intended jobs.

Then, have it professional installed.  :)clap

Here are a few resources, I believe you'll find helpful.
