Dana Transmission Module? What is it?

I found this attached under/left of the steering column. I'm not sure what it is, other than transmission related.

It says "Dana Precision Controls Division" and has the part number "0976895-AE" on the side, also a wire loop that sticks out that says "Cut for Manual Transmission".

Any ideas it's purpose? BTW, this is 86 Chieftain 31.

I think it is a cruise control module if I remember correct?
im sure some one else will chime in?
