Radiator Expansion / Overflow tank cap question

Chevy P30 chassis with 454, not sure but shouldn't the cap for the tank have a pickup tube? or have some way to return coolant BACK to the system?
As it sits, there are two hoses connected to the top of the cap, one hangs free the other is connected to the fitting just under the radiator cap.
On the bottom of the cap there are two hose connectors, but no hoses.  Shouldn't there be one here as well??

The one to/from the radiator shoild have a pickup hose so it can draw fluid back into the engine as it cools down.  The other hose is a overflow hose if the bottle fills up so no pickup hose is needed.

Dave Thank you too, I had no Idea it drew the coolant BACK up into the radiator..
