NC child seat regulations in RV

Since I need 3 car seats and there's only 2 lap belts on the sofa plus the extra room the car seats take up when you're camping I have been looking for the actual written law about child care seats in RVs. My friends in the law enforcement pointed me to the North Carolina General Statues to find the details because they didn't really know. First off this is for the State of North Carolina and if you want to find out about your state then look under the General Statues instead of the DMV.
Basically, the year of your vehicle determines the law that is to be obeyed because if it's made before a modern standard then you don't have to retro fit it. The classification of a motor home (NC) is that it needs to have a living area, isolated toilet, a kitchen faucet, it's own water supply, and able to provide it's own AC power. But the driver and front passenger must be belted in.
I will install a 3rd lap belt on the couch "because I don't have a dinette"for safety and drive careful anyways. I did notice on the DMV site that the further west and north you go they actually have it on that site as RV exempt. Here a few links for NC drivers.
