Okay, I am replacing my old yellowed leaky toilet. I bought a "fits all" thetford but the flange bolts didn't line up. I searched here and found the flange would be screwed or cemented to the black tank. I cried a bit in private away from the family then decided to try my luck at finding out if the flange was screed to the tank. I removed the screws to find the flange was neither! It lifted right out of the black tank leaving me slack jawed. I shouted an expletive at the possibility of my RV being improperly assembled from factory and took a picture for your enjoyment.

So the question is... Is this okay? Or should I attempt to seal it somehow?

That appears to be a seal that the pipe slides into in the tank. Is there any restriction when putting the pipe in there? It could be that the seal has dried or worn out.

Flange slides right it and can wiggle about but what it slides into is some sort of flexible something or another. It's just rather dry and cracked

The pipe slides into a rubber flange attached to the tank.  Here is a picture, they are available at any RV dealer.
