New Alternator. Still not charging

The charging portion works like shown in this diagram:





The I1 in that drawing is the "Run" in the following drawing
The I2 in that drawing is the "Start" in the following drawing
The S in that drawing does exist and is the actual "Start" to the relay.  2 start signals are used because the power at the ballast resistor in run would keep the starter engaged if there was not.
