Any idea where and how to set the time? I was wondering how to get this clock going. If broken can it be fixed or repaired?

I wished... The clock is not working at all :(

It looks like there aren't any turn knobs typically associated with those old timer type clocks.  I can't tell if there is a glass cover on it or not since there's no reflection I can detect.  Have you removed it to see what's on the back?  As with most electrical components, start with checking the wiring for bad wires/corroded contacts.

I was going to say, there is usually a knob in the center you pull out and turn to set the time. Is it missing or maybe this is a newer old style clock?

I think their is a small pin wheel on the back side.

Turns out to be that the there is a cover under the hood held by two sheet metal screws. Removing the cover revealed the compartment for the wiring of the tank level indicators and a small quartz clock. The clock is powered by one AA battery. I changed the battery, but the clock must be dead. Too bad..
