Adjust until snug and then back off until no drag, only until no drag. Go back in a couple clicks until you just barely hear the shoes touching and then back off one click. Make sure emergency brake adjustment is backed off before adjusting rear brakes IF the E-brake is on the rear wheels and not on the driveshaft at the rear of the transmission. If the E-brake is at the rear of the transmission do not play with it, just do the rear brakes. Remember that these are self adjusting brakes so you will need to hold the self adjuster of the star wheel to back the adjuster off. A bent coat hanger works well for this.

If the E-brake was on the rear wheels then adjust it up until it just touches and then back off just a hair after the regular brakes are adjusted.

If I may add, adjust till snug and then stomp the brakes a few times to center the shoes than adjust again.  My procedure for new shoes.
