Its an LP gas shutoff system. The system consists of a three position switch located on dash, a valve located at the tank and the engine ignition switch. Upon starting the engine, the valve on the tank automatically closes, shutting off the Lp gas supply. This valve cannot be reopened with the ignition on.When stopped with the ignition off, you can reset (open) the valve by pressing the "reset" position on the switch. A light in the switch will come on when the valve is open. The switch has an "off" position which can be used to shut the LP system off without leaving the vehicle.
Mine on my  1977 Elandan II was removed by a PO.
