Releasing The Winnebago Parking Brake

How do you go about releasing the parking brake on a 1975 Winebago?. I hope I put this in the right place.

To the left of your driver seat, on the floor, is a long, round, black rod.  If it's pulled up and pointing toward the back of the rig, it's engaged.  If it's level with the floor and pointing forward, it's released.

If your brake is in the released position but the parking brake is still engaged, then it's froze.  That can happen when left engaged for long periods of time.
