So the outside of my chieftain is starting to shed its paint off down to the aluminum.

My question is, can i strip the paint down and then polish and wax the aluminum? or would it be in my best interest to just repaint it?

When it's that bad, and if it's over large areas, strip the flaking area completely, clean the rest thoroughly, and repaint it.  If you really want to strip it all and polish the aluminum, you can buuuuuut.... you'll be spending a lot of your life constantly repolishing it, unless you plan on using commercial grade polish for aircraft or something.  Bare aluminum doesn't like the elements very well and takes a lot of work to keep it shiny and, even when you use a buffer, it still takes quite a while to keep it that way.
