Water Heater Ignitor keeps ticking while burner on.

Try cleaning the flame sensor.  Sometimes they get buildup on them and are not sensing the flame so the ignitor keeps trying to light the burner.

The flame sensor should shut off the gas after several seconds if it does not sense a flame. Try cleaning it but I don't think that is the problem. Sounds more like a board issue.

I noticed late that you are working on a water heater now. They are pretty much all mechanical with no electronic that I know of. If it is electronic then the Dinosaur boards are nOt all that bad.

I recently struggled with this, I tried a new flame sensor, cleaning all grounds, connections, to no avail. I ended up ordering a Dinosaur board, and the problem is gone entirely. I paid around $90 including shipping.
